Programmatic and financing reforms continue to strengthen the Organization’s planning, budgeting and financing cycle towards more effective and efficient delivery of Member State-agreed outputs and to contribute to improved health outcomes. The key outcomes of programmatic reforms are: (i) needs-driven priority-setting, result definition and resource allocation aligned to the delivery of results; (ii) improvement of the delivery model at the three levels of the Organization to better support Member States; (iii) adequate and aligned financing to support strategic focus; and (iv) transparent reporting of results delivery and use of resources.The attached working paper describes the progress made over the past years in the programmatic reform areas at the global and regional levels.The High-Level Preparatory (HLP) Meeting held in the WHO Regional Office in New Delhi from 29 June to 2 July 2015 reviewed the attached working paper and made the following recommendations:Actions by Member States(1)Continue to closely involve the Secretariat in the planning process for Programme Budget 2016–2017 to identify tangible results for WHO collaborative work which will be peer-reviewed from 21–23 July 2015;(2)Consider allocation of resources to the already identified priority areas to the extent possible, 70–80%, while finalizing the 2016–2017 country workplans; and(3)Consider providing adequate attention and resources to the regional flagship initiatives at country level.Actions by WHO (1)Ensure linkages among the flagship areas, and country as well as global priority areas as much as possible; and(2)Revise the working paper on programmatic reform incorporating the inputs from the discussions at the HLP meeting.The revised working paper and other recommendations of the HLP are submitted to the Sixty-eighth Session of the Regional Committee for consideration.

Để phục vụ nhu cầu tìm kiếm và xem tài liệu trên nhiều lĩnh vực khác nhau: Triết học, Tâm lý học, Tôn giáo, Khoa học xã hội, Ngôn ngữ, Khoa Học Tự Nhiên, Toán học, Công nghệ, Nghệ thuật, Văn học, Địa lý, Lịch sử,... tại các thư viện trung tâm, thư viện trường học, các tổ chức,... chúng tôi đã thu thập, liên kết các thông tin với nhau tạo thành mạng lưới thư viện (Thư viện tập trung) chia sẻ nguồn tài nguyên vô tận này; cùng với mong muốn giữ gìn di sản văn hóa của dân tộc, chúng tôi sưu tầm, sắp xếp, tổ chức và phân loại giúp bạn đọc có thể tìm kiếm, chia sẻ dễ dàng trên internet (IoT) thông qua các thiết bị truy cập như: điện thoại di động, máy tính bảng, máy tính cá nhân,...
Trong quá trình cập nhật, chúng tôi đã cố gắng liên kết thông tin kỹ lưỡng để có những tài liệu chất lượng cho bạn đọc. Tuy nhiên, với số lượng tài liệu quá nhiều, đôi khi không tránh khỏi sai sót. Rất mong các bạn đóng góp ý kiến để chất lượng tài liệu ngày một tốt hơn.

Mục đích và phương châm hoạt động

Trang website được xây dựng nhằm những mục đích sau:

+ Thu thập dữ liệu các thư viện theo thời gian thực (Hàng ngày, hàng tuần) dựa trên các giao thức chuẩn thư viện thông qua Internet.
+ Liên kết thư viện và xây dựng nguồn tài nguyên bách khoa toàn thư về tất cả các lĩnh vực khác nhau.
- Chia sẻ dữ liệu trực tiếp trong cùng hệ thống.
- Chia sẻ dữ liệu gián tiếp cho các thư viện khác qua giao thức chuẩn thư viện: OAI-PMH, METS.
+ Phục vụ nhu cầu tra cứu tìm đọc tài liệu ở khắp mọi nơi trên miền đất nước.
+ Phổ biến rộng rãi di sản văn hóa, phục vụ hoạt động nghiên cứu phát triển và đổi mới sáng tạo của các nhà khoa học, cán bộ nghiên cứu - giảng dạy, sinh viên, học sinh, doanh nghiệp và cộng đồng.
