This Working Paper provides information on the implementation status of the Programme Budget 2016–2017. It covers both technical and financial aspects of implementation. The approved Programme Budget for the WHO South-East Asia Region for the period 2016–2017 is US$ 365.1 million (allocated budget US$ 367.3). The total distributed resources as on 09 August 2016 are US$ 206.6 million; and implementation (expenditure) stands at US$ 88.9 million, which is 24% of the allocated Budget and 43% of the distributed resources. Funds utilization (encumbrances plus expenditure) stands at US$ 120.9 million, which is 33% of the allocated Budget and 59% of the distributed resources. The Ninth Meeting of the Subcommittee on Policy and Programme Development and Management (SPPDM), held at the WHO Regional Office in New Delhi on 15 July 2016, reviewed the Working Paper with financial data of 30 June 2016, and made the following recommendations: Actions by Member States (1) Strengthen the joint Ministry of Health-WHO coordination mechanisms; and hold regular meetings between senior MoH and WHO staff to review financial implementation and results achieved. (2) Send requests for international procurement and planned Fellowship activities in the first year of the biennium itself, to allow sufficient time for processing of these requests and to re-programme funds as required.Actions by WHO (1) Conduct technical monitoring on a regular basis and enter the same in GSM, according to internal procedures. Highlight challenges and bottlenecks, if any, to enable solutions to be identified. (2) Continue to provide regular updates on financial monitoring through the Office of the WHO Representative to the ministries of health. (3) Review and standardize implementation processes and share updated information with counterparts in the government. This Working Paper and the SPPDM Meeting recommendations are submitted to the Sixty-ninth Session of the WHO Regional Committee for South-East Asia for its consideration.
