This publication presents a chronological account of milestones in the history of the WHO Regional Office for Europe from 1948 to 1990. In selecting events for analysis, the author, who served as the Regional Director from 1967 to 1985, concentrates on developments that help explain how the countries of Europe were able to reach consensus on health objectives and strategies despite considerable political differences. The book begins with the reconstruction of health services in war-devastated Europe and covers a period that saw the secession and readmission of the socialist countries, tensions between eastern and western Germany before reunification and the admission of Israel to the European Region. Concerning health and disease, the history covered includes the elimination of malaria and the control of tuberculosis and cholera, an epidemic of deaths from heart attacks and the Chernobyl nuclear accident. The period also saw the introduction of the WHO goal of health for all by the year 2000, a concept initially ridiculed as utopian. The author regards the European-wide agreement on 38 specific, time-linked targets for improving public health as one of the most important achievements. His personal behind-the-scenes account reveals the magnitude of this achievement, especially in view of the great political differences that existed at that time. The last chapter summarizes current WHO activities that are helping to create better health conditions and more humane health care, while also promoting the concept of preventive medicine and encouraging healthier lifestyles. xi, 135 p.
