39 p. This report highlights the main discussions and conclusions of the WHO European Conference on Health, Society and Alcohol, held in Paris in December 1995. The conference marked the first time that official delegations from the European Region had united behind the message that, for alcohol, “less is better”. The report describes the scientific and political background of the conference, summarizes the issues discussed and reproduces the European Charter on Alcohol. A summary of scientific knowledge about the multiple adverse effects of alcohol on health is followed by a comparison of statistics on alcohol consumption in 40 European countries. Subsequent sections summarize experiences with alcohol control policies in different parts of Europe, consider the impact of market forces on consumption patterns and debate whether alcohol should be viewed as an individual or a state issue. The second half of the report presents and discusses each of the five ethical principles and 10 strategies for action set out in the European Charter on Alcohol. Strategies for action range in focus from educational programmes beginning in early childhood, through laws that discourage drink–driving, to various restrictions on advertising and availability.
