91 p. Estimating the sizes of key populations at higher risk of HIV is challenging when it involves counting people who are hidden, or whose activities are hidden. The guidance presented here builds on the 2010 size estimation guidelines from the WHO/UNAIDS Working Group on HIV/AIDS/STI Surveillance. It contains further directions on how to plan and implement size estimation activities, including practical guidance for deciding which methods to use where and among whom, how to use the data to obtain the kind of size estimates required for different purposes and how to derive national population size estimates from local estimates. This document is aimed at supporting countries in the region in planning and implementing activities to collect strategic information in order to understand the epidemic and the response at country level
