The Report of the Regional Committees to the Executive Board during the 146th Session of theBoard in February 2020 focused on two Organizational aspects: First, the importance ofcountry-focused work to support Member States in designing and implementing health policy.Secondly, the report reiterated that delegates had discussed the implementation of theTransformation Agenda in the regions.In line with the above, this Agenda item is presented in two sections:Section I:• This section provides a synopsis of the report from WHO headquarters on the WHOTransformation Agenda and outlines the ways in which the Secretariat is transformingacross the three levels of the Organization to enhance impact at country level. The draftreport from WHO headquarters on ‘Transforming for enhanced country impact’ isattached as Annex 1.The report is presented in response to the 146th session of the Executive Board inFebruary 2020 during which the Board, as recorded in the summary records of themeeting, requested that the Secretariat provide a full update on the WHO TransformationAgenda to the Seventy-fourth World Health Assembly in May 2021, through the 148thSession of the Board, and that this be preceded by updates presented to the regionalcommittees in 2020.• In addition, the report from the Director-General on ‘The WHO Transformation: Anoverview’, is attached as Annex 2.Section II:• This section presents the regional perspective and progress made in advancing the SEARegion’s attainment of the priorities of the Transformation Agenda.• The strong leadership and commitment of the WHO Regional Director for South-East Asia,particularly expressed through the clear directives of the eight Regional Flagship PriorityProgrammes, has allowed the Region to enhance its policies and technical support toMember States and strengthen focus on financing and staffing needs in line with existingpriorities.The COVID-19 pandemic has reinforced the importance of the WHO TransformationAgenda and its overall goal of ensuring that WHO is fit-for-purpose to effectively respond to theneeds of Member States in a rapidly changing global health environment. The ongoingpandemic situation has warranted repurposing of resources and a review of priorities, in linewith the evolving situation.The Secretariat, in its endeavour to support Member States, has been consistently engagingwith the ministries of health of the Member States of the SEA Region and partners, thus keepingthe ‘Country needs’ and ‘County impact’ at the centre of the regional priorities and programmeof work.The attached Working Paper was presented to the High-Level Preparatory Meeting in July2020 for its review and recommendations. The HLP Meeting reviewed the paper and made thefollowing recommendations for consideration by the Seventy-third Session of the RegionalCommittee.Actions by WHO• Ensure continued focus on country priorities and results towards the achievement of theRegional Flagship Priority Areas in alignment with the Thirteenth General Programme ofWork and the Transformation Agenda.• Provide an update on the report from WHO headquarters to the Seventy-third Session ofthe Regional Committee in September 2020 for its consideration and noting in response tothe decision of the 146th Session of the Executive Board requesting the Secretariat toprovide a full update on the WHO Transformation Agenda to the Seventy-fourth WorldHealth Assembly in May 2021, through the 148th Session of the Executive Board, and thatthis be preceded by updates presented to the regional committees in 2020.This Working Paper and the HLP Meeting recommendations are submitted to the SeventythirdSession of the WHO Regional Committee for South-East Asia for its consideration.
