Tóm tắt : | The year under review was an unprecedented one for the European Region. While for decades Europe has been characterized by stable political systems, 1989 was the year when a political wind of change swept through the continent. One thing, however, has not changed: Europe’s health problems are still the same as they have been for the last few decades, and so they will remain until the year 2000 and beyond. The 1990s are sure to offer many new scientific developments to which European health care systems will have to adapt. No amount of scientific progress, however, is likely to change the fundamental need to move our health services towards a structure and function that use resources more wisely and that can better ensure the best and most humane care for every patient. The risk to health still emanate primarily from our modern lifestyles. The main challenge is still one of promoting a more imaginative approach to life, one that can turn the tide and create societies for the people of Europe that are concerned more with promoting health. Thus Europe’s political changes will not alter its health development needs, and the health for all policy will be as relevant by the year 2000 as it is in 1990 and as it was in 1980.
