This is the second annual report of the Regional Director to cover a complete calendar year. The first of these, for the year 1978, was very well received at the Twenty-ninth session of the Regional Committee in Helsinki. The Committee made several suggestions for improvement, and most of these have been taken into consideration in the preparation of this volume. This year, the collection of summary reports on meetings convened by the Regional Office is issued as a companion volume. The latest recommendations on technical subjects in the various programme areas, which appear in these reports, may be used to supplement the information provided here. The period under review was a somewhat difficult time for the Regional Office from the budgetary point of view, owing to the unstable international monetary situation. However, most of the planned and approved programme was carried out with the help of voluntary contributions and other arrangements. In the implementation of the programme, full account was taken of the mandate given by the World Health Assembly and the Executive Board to reorient activities so that they are directly relevant to WHO's goal of health for all by the year 2000 (HFA/2000). This report was tabled at the Thirtieth session of the Regional Committee for Europe, Fez, Morocco, 7–11 October 1980. vi, 127 p.
