| Tóm tắt : | In Ukraine, the evolution of the primary health care (PHC) system is central to ongoing health system transformations. Through a series of health system reforms, the country has been progressing towards a strong PHC-focused health system and the design and implementation of the PHC component of health financing reform has received international recognition. This policy paper, drawing on international evidence on PHC financing, aims to assess the current state of PHC financing in Ukraine and present policy considerations for further strengthening PHC financing. These measures seek to improve health outcomes and the value for money of public spending, as many highly efficient health services can be delivered at PHC level, leading to greater health benefits for each unit of spending. To enhance PHC financing, Ukraine should strengthen its PHC service delivery system, ensure access to comprehensive and affordable PHC services including essential medicines and secure adequate funding and priority for the PHC budget. Furthermore, the payment and monitoring systems should support the policy objectives of improving quality of services delivered and increasing access to care. xix, 67 p. |
