6 p. The 2008 Tallinn Charter on Health Systems for Health and Wealth was endorsed by all Member States of the WHO European Region at a ministerial conference in Tallinn, Estonia. It was a milestone for the Region. Reconvening today in Tallinn to mark the Charter’s 15th anniversary, the conference is set against the backdrop of the legacy and lessons learned from the COVID-19 pandemic and takes place in a very different geopolitical, social, environmental and economic landscape from that of 2008. Today’s outcome statement, issued on behalf of conference participants, builds on the legacy of past meetings. It recognizes the challenges facing health systems today. It acknowledges that people, communities, patients, and health and care workers need to be central in policy design and reform, and it outlines the type of transformation needed to foster trust and a culture of co-creation between institutions and communities that can shape the way countries invest in and remake their health systems to be resilient, sustainable and fit for the future.builds on the legacy of past meetings.
