Health-care workforces are facing critical shortages, both globally and in the WHO European Region, and many countries rely significantly on the international recruitment of health personnel. Since the start of the war in Ukraine in February 2022, millions of refugees have been displaced in host countries, including health workers. This report provides a brief consolidated snapshot of key practices in Czechia, Ireland, Latvia and Sweden to enable refugee health personnel from Ukraine to continue their practice in the host country. This report examines how practices reported by countries align with the principles in the WHO Global Code of Practice on the International Recruitment of Health Personnel. Although the Code does not explicitly address the recruitment and inclusion of refugee health workers, many of the objectives, principles and obligations for Member States remain applicable to ensure ethical practices for the inclusion of refugee health personnel. |
