The WHO Evaluation Policy (2018) provides the broad framework to implement the Executive Board-approved Organization-wide Evaluation Workplan. The policy requires the Secretariat to report annually to the Executive Board on progress in implementing evaluation activities. The annual report presented to the Executive Board at its 155th Session in May 2024 (document EB155/4) is attached as SEA/RC77/18 Inf. Doc. 1. It provides a summary of the comparative study commissioned by the WHO Evaluation Office of evaluation functions and practices across entities of the United Nations system that are comparable to WHO in size or structure based on deliberations of the Executive Board at its 153rd Session, an update on the implementation of the Organization-wide Evaluation Workplan for 2022–2023 and presents the proposed Evaluation Workplan for 2024–2025. The Executive Board’s Decision (EB155(1)) is attached as SEA/RC77/18 Inf. Doc. 2.The South-East Asia Region recognizes the importance of, and is committed to, advancing the culture of evaluation in the Region. The ‘WHO South-East Asia Regional Framework for Strengthening Evaluation for Learning and Development’ was revised in 2022 to further strengthen and guide the evaluation functions in the SE Asia Region at the country and Regional Office level. The Evaluation functions in the Regional Office for SE Asia are working in tandem with the WHO Evaluation Office at headquarters to operationalize this Framework. The approved SE Asia Region Evaluation Workplan for Programme Budget 2022–2023 and Programme Budget 2024–2025 provide the basis for current activities in the SE Asia Region. This Working Paper was presented to the High-Level Preparatory (HLP) Meeting for Seventy-seventh Session of the WHO Regional Committee for South-East Asia held in New Delhi on 2–4 September 2024, for noting the Annual Evaluation report and the progress of the Organization-wide Evaluation Workplan 2022–2023 and 2024–2025, and for recommendations.The HLP Meeting made the following recommendations for the consideration of the Seventy-seventh Session of the WHO Regional Committee for South-East Asia:Actions by Member States1) Provide guidance and inputs for revision of the draft Evaluation Policy to be submitted for consideration by the Executive Board at its 157th Session in 2025.2) Advise and collaborate with WHO for identifying evaluation topics of the most relevance and importance for undertaking evaluations based on the country context and increasing engagement with other relevant stakeholders. 3) Collaborate with the respective WHO country offices to take forward the recommendations from the evaluation exercises and incorporate them in the country plans and WHO operational planning.Actions by WHO1) Incorporate the recommendations from completed evaluations in discussions with countries by respective regional teams and country offices during operational planning of the Programme Budget 2026–2027. 2) Complete all planned evaluations as per the workplans of 2022–2023 and 2024–2025.3) Support national capacity-building in evaluation.The Working Paper along with the HLP Meeting recommendations are submitted to the Seventy-seventh Session of the WHO Regional Committee for South-East Asia for noting the Annual Evaluation report and the progress of the Evaluation Workplan 2022–2023 and 2024–2025.
