The Investment Round is a strategic initiative by WHO aimed at accelerating progress towards the achievement of health-related SDGs. It seeks to secure predictable funding to support WHO’s core functions, increase Flexible Funding to address persistent health disparities, and enhance WHO’s capacity to fulfil its objectives outlined in GPW14. WHO initiated the Investment Round to secure financial commitments/pledges to its 2025–2028 General Programme of Work (Base Budget), which is estimated at US$ 11.132 billion. This Budget had a US$ 7.1 billion shortfall that the Organization hopes will be met by Investment Round pledges (some of which have come in) from Member States, philanthropic organizations, and the private sector. The WHO Investment Round is a key component of WHO’s resource mobilization strategy and complements other efforts led by Member States to establish Sustainable Financing for WHO, including agreements on Assessed Contributions and implementation of reforms. This Working Paper was presented to the Seventeenth Meeting of the Subcommittee on Policy and Programme Development and Management (SPPDM) held in New Delhi on 5 September 2024 for its review and recommendations. The SPPDM Meeting reviewed the paper and made the following recommendations for the consideration of the Seventy-seventh Session of the Regional Committee: Action by Member States(1) Ensure proactive high-level participation at the Seventy-seventh Session of the Regional Committee including the commitments expressed at the Investment Round Side-Event.Actions by WHO(1) Better define Thematic Funding and how this will be operationalized.(2) Use artificial intelligence (AI) tools and innovations to streamline reporting.(3) Ensure equitable and transparent allocations based on country priorities.(4) Map remaining gaps that may persist after the Investment Round pledging events. This Working Paper along with the SPPDM Meeting’s recommendations are placed before the Seventy-seventh Session of the WHO Regional Committee for South-East Asia for its consideration.
