In 1976, the Twenty-ninth World Health Assembly adopted resolution WHA29.20 in which it approved the Sixth General Programme of Work (GPW6) for the World Health Organization (WHO) during the years 1978–1983. Under GPW6, health education and information of the public were to be promoted. The WHO Regional Office for Europe, in collaboration with the Government of the former German Democratic Republic, convened a working group on principles and methods of health education in Dresden on 24–28 October 1977. One of the principal objectives of GPW6 is to promote closer cooperation between health services and all other sectors concerned with health promotion. A detailed objective is to promote health education and information of the public, with particular emphasis on the responsibility of the individual and active community involvement. To reach this objective WHO will encourage countries to define and/or improve their health education policies; in this endeavour principles and methods of health education are fundamental. Since policies can be regarded as guiding principles, or as methods habitually or consistently used or adopted, the main task of the Working Group was to discuss the principles and methods of health education in a number of countries and try to identify common denominators, thereby strengthening the professionalization of health education practices in the Region. The Working Group agreed that the principles of health education had been adequately covered during the meeting, but that health education methodology required further and consistent attention. |
