Tóm tắt : | This report describes an Operational Review of the response to noncommunicable diseases (NCDs) in the context of war in Ukraine, conducted by WHO Regional Office for Europe in collaboration with the WHO Country Office in Ukraine and national institutions in early 2024. The Review combined a desk review of documents outlining the NCD and emergency response with semi-structured interviews with key stakeholders, including the WHO Country Office in Ukraine, the Ministry of Health and partner non-governmental organizations. Responses included mobile health units in rural and conflict-affected areas; supporting the evacuation of cancer patients; contextualization of the health needs assessment tool to Ukraine; and cooperation with partners to protect anti-tobacco legislation. Key success factors identified include coordination that leverages local partnerships and incorporates NCD prevention and management into emergency response; alignment of response elements with national health system standards; and adaptiveness and flexibility in data and information collection and use. Several steps are being taken to further support the integration of NCDs into emergency preparedness and response in Ukraine and to build health system resilience, particularly continued strengthening of primary health care. vii, 27 p. |
