It is imperative to reflect on experiences and share lessons learned from the front lines of the COVID-19 response to improve the resilience of health systems and strengthen future emergency responses. Between September and November 2023, the WHO Regional Office for Europe conducted an anonymous online survey among rehabilitation workers in five countries in the Region – Armenia, Georgia, Italy, Poland and the United Kingdom. The 32-question survey – which was open to rehabilitation workers from all professions, specialties, grades and work areas – gathered cross-sectional quantitative data on the impact of the COVID-19 pandemic on the health workforce and service delivery since from the pandemic period between 11 March and 5 May 2023. A total of 3235 responses met the criteria for analysis. The key results illustrated that the services of 81.9% of the rehabilitation workers in the participating countries had been disrupted during the pandemic, and 49.6% of them had been suspended. In addition, 42% of the respondents reported that their patient waiting lists had increased since the pandemic; 28.6% had considered quitting their jobs in the following six months, 12.2% because of their working experiences during the pandemic; 19.1% reported having experienced the post COVID-19 condition (commonly referred to as long COVID) at the time of the survey; and 29.3% were at risk of burnout. The results across all five participating countries also show that the COVID-19 pandemic had a significant negative impact on rehabilitation workers and the delivery of their services. These results should trigger the immediate action of policy-makers across the WHO European Region towards supporting and retaining their highly skilled and needed rehabilitation workforces to enhance future emergency preparedness and response. vii, 73 p.
