Until the 1950s, governments were mainly concerned with the quality control of drugs and their compliance with specifications and with methods for the analysis of the active components. In the early 1970s, the socioeconomic aspects of pharmaceuticals gained in importance because of the growing pharmaceutical expenditure in many countries. Governments became involved in questions such as overprescribing and overconsumption of drugs, and reasonable prices for pharmaceutical products. At the international level, there was a search for ways and means of making the most necessary drugs accessible to larger segments of the world population, whose purchasing power was low. Thus, national drug policies moved from technical and clinical aspects of pharmaceuticals to economic and social aspects, including concepts of social justice in drug distribution and careful allocation of resources for pharmaceutical expenditure. This publication contains 10 chapters that provide analyses of national drug policies in Europe. |
