Tóm tắt : | As a country with almost no source of fossil fuel energy, Japan is significantly contingent upon the imported energy. The two consecutive world oil crises in the 1970s have accelerated Japanese adoption of its national energy security and energy conservation. To date, the country has always proved to be the leading one in the world in terms of energy efficiency as well as highest pledges to climate change mitigation. In this paper, empirical data were collected from various research institutions such as Japan Agency for Natural Resources and Energy, Japan Energy Conservation Center, Japan/Asia Energy Efficiency and Conservation Collaboration Center, and so forth to briefly introduce relevant laws and policies on energy efficiency and conservation in Japan. In addition, literature review and case study methods are used to clarify Japan’s outstanding achievements in energy efficiency, which result from a solid legal framework, the dynamic and flexible supportive measures, a firm commitment from the government, the collaborative efforts of the entire society, a sound investment in high-tech and a great concern over promotion and education of energy conservation. Given the notable success of Japan, that will be significant lessons for developing countries as a whole and Vietnam in particular in their efforts to move forward to an energy saving society and a healthy living environment. |
