As assessed by the World Bank (2007), Vietnam is one of the five countries which will be most seriously affected by climate change and sea level rise, with consequences including the heavy flooding of the Red River and Mekong River Deltas. The consequences of climate change for Vietnam pose a serious risk to the achievement of poverty reduction targets, to the implementation of the Millennium goals and, more generally, to the sustainable development of the country. The fields, sectors and localities which are most vulnerable to the powerful effects of climate change are water resources, agriculture and food security, health, and lowland and coastal areas. Acknowledging the impact of climate change, the Government of Vietnam got involved early and ratified the UN Framework Convention on Climate Change and the Kyoto Protocol. In recent years, Vietnam has adopted many policies related to climate change. But most are limited in strategic outlook and lack of quantitative targets, many policies need to be further perfected to help the country adapt to climate change in the XXI century. It is time to develop a national policy on climate change, with the inclusion policy makers, experts and planners to plan, review and verify current research results, and to access the latest research results from elsewhere in the world, from which to make reliable scientific arguments as a basis for strategic and long term planning for the country to ensure sustainable development. In the framework of this paper we make an overview and initial evaluation of policies related to climate change to help Vietnam cope with this problem.
