Tóm tắt : | The economic damage caused by floods in the Red River Delta from 1976 to 2003 has been estimated at 3.5 billion USD. Major problems exist with the overall system of flood control in the RRD as a whole, and climate change is likely to increase these problems. Recent research shows clearly that institutions have a large role to play in understanding where vulnerability to climate change might be high, and how adaptation can happen. This paper, which is mostly based on an EEPSEA funded Project entitled Learning from Past Adaptation: Assessing Adaptive Capacity to Climate Changes in the Red River Delta of Northern Vietnam aims to explore the role of local government units (LGUs) and community organizations in risk management and adaptation to climate change. The adaptation activities performed by the local LGUs and community organizations before, during and after the flood event were carefully examined. Finally, the paper proposes strategies that assist local institutions to better adapt to climate change. |
