EURO ; HQEnglish onlyEUR/ICP/CORD 01 01 03(A)45 p. Participants were from 37 medical associations in 26 countries and several observers from nongovernmental organizations. The Forum discussed health care resources and the huge differences between the eastern and western parts of the WHO European Region, but all parts of the Region have common problems on the appropriate and responsible allocation and use of resources. These require clear recognition of the roles of health professionals, politicians and society, and each sector needs to accept the relevant responsibility. The subject needs further consideration, and the Forum recommended allocating a full day to this topic at its next meeting. Tuberculosis was discussed: rising morbidity (notably in the eastern part of the Region) and, specifically, the situation in the Russian Federation. Risk management and the quality of care were also considered, and a positive course of action to identify appropriate quality initiatives for subregional cooperative action was identified. The report of the Physicians' Autonomy Working Group led to a positive lively debate. Work on this topic will continue in the next year. The Liaison Committee reported on a successful visit to Kazakhstan, its first in a newly independent state. Members attended a meeting there at which a subregional Eurasian Mini-Forum 6 Medicine through Integration had been formed. National medical associations are identifying schemes to enable physicians from these countries to undertake postgraduate education for short periods in other countries. Reports were received on specific problems of medical associations in the eastern part of the Region or action taken. The Tobacco Control Resource Centre reported a successful pilot study of smoking by physicians in five medical associations. Medical associations would attempt to formally survey physicians on smoking as soon as possible. A book on tobacco control specifically written for national medical associations was nearly completed, and they were informed of the assistance available through visits of a small team of experts to advise on training in tobacco control measures and smoking cessation. The Forum adopted statements on the autonomy of physicians and on tuberculosis control and DOTS. After hearing a report from the Chairman of the Network of Experts in Connection with Physicians and the Victims of Torture, the Forum agreed that the Network would continue its work for a further year. The national medical associations also adopted a statement on physicians' responsibilities concerning inhuman and degrading treatment, including torture, in relation to a specific situation. An enlarged new edition of the Forum Handbook was distributed. The next meeting of the Forum will take place in Warsaw, Poland, from 16 to 18 March 2000
