In view of the vulnerability of Member States to emergencies, several requests were made at regional meetings to establish an emergency fund for the South-East Asia Region. The Emergency and Humanitarian Action (EHA) unit in the Regional Office working as the Secretariat established an in-house working group to develop the details of the proposed regional emergency fund. The proposals were then submitted to the following meetings for consultation: (1) Meeting of WHO Representatives in November 2006; (2) Regional Consultation for the South-East Asia Regional Health Emergency Fund (SEARHEF) held on 12- 13 April 2007; and (3) SEARHEF Working Group meeting comprising representatives from Member countries held in Bangkok on 11-12 June 2007. This paper reflects suggestions made during the Joint Meeting of Health Secretaries and the Consultative Committee for Programme Development and Management (CCPDM) held in New Delhi, 2-6 July 2007. The Joint Meeting made the following recommendations: Action by Member States (1) To support the development of the South-East Asia Regional Health Emergency Fund (SEARHEF), and consider contributing on a voluntary basis to the Fund. (2) To actively participate in the Fund management through the SEARHEF Working Group. Action by WHO-SEARO (1) To consider raising the total amount of support to US$ 350, 000 and the initial release would be up to 50% in view of adequacy of response. (2) To revise the guidelines, principles and policies as discussed in the Joint Meeting. (3) To actively advocate and mobilize resources for SEARHEF, taking the opportunity of the Thimphu Declaration to mobilize voluntary contributions by Member States in the SEA Region. (4) To include the establishment of SEARHEF as one of the main components in the proposed Thimphu Declaration. The policies, principles and guidelines for the Fund are outlined in the paper. In summary these include: (1) Purpose of the fund; (2) Governance; (3) Criteria for release of funds; (4) Principles for the Fund; (5) Estimates and funding; (6) Building the Corpus of the fund; (7) Management; (8) Processes for requests and reporting. The paper is now submitted to the Sixtieth session of the Regional Committee for its consideration.
