The Regional Committee had, at its fifty-sixth session, held in 2003, selected the supplementary intercountry programme (ICP-II) Intensification of cross-border collaboration in priority communicable diseases such as HIV/AIDS, polio, tuberculosis and malaria, kala-azar, dengue and SARS, for in-depth evaluation in selected Member States of the Region in 2004 and reporting the outcome to its fiftyseventh session. The in-depth evaluation of the subject supplementary intercountry programme was undertaken in four countries of the region, viz. Bangladesh, India, Myanmar and Thailand, by joint teams comprising (a) high-level national officials familiar with the programmes, (b) experts from WHO collaborating centres and (c) staff from the Regional Office and WHO headquarters. The joint teams evaluated the intercountry programme for the bienniums 2000-2001, 2002-2003 and 2004-2005, assessing whether the objectives of the ICP were/or being achieved. The teams met officials and programme implementation staff from the ministries of health, the Regional Office, WHO country offices, concerned NGOs and development partners. The teams also reviewed relevant WHO and country documents. The teams assessed the implementation of the supplementary intercountry workplans in terms of indicators and targets, adequacy of the ICP outputs in the first two bienniums, the catalytic effects of ICP including policy changes, additional funding from government/donors and strengthening partnerships for continued work, and improvements in the ICP workplans with special emphasis on the ensuing bienniums. Recommendations were made by the evaluation teams with regard to: (a) ICP II in general, and (b) cross-border collaboration. Based on the analysis of the situation by the joint teams in respect of each country, a report had been prepared by the team members and the Regional Office. The report of the joint evaluation was reviewed by the CCPDM at its forty-first meeting, held in the Regional Office from 19-21 July 2004.This is now being submitted to the Regional Committee for its consideration. While taking up this agenda item, the Regional Committee may also take into consideration the observations and recommendations of the CCPDM.
