This paper is one of a suite of technical guidance papers developed by the WHO Regional Office for Europe to provide practical information and resources for decision-makers on measures to strengthen the health system response to COVID-19. This guidance focuses on steps countries might take to strengthen the response of primary health care to more effectively address the challenges created by the COVID-19 pandemic. It supports the operationalization of the policy recommendations on strengthening the health system response to COVID-193 that apply to primary health care and its role in maintaining continuity of essential regular health care services. The guidance complements WHO’s interim guidance on “community-based health care, including outreach and campaigns, in the context of the COVID-19 pandemic”4 and on “maintaining essential health services: operational guidance for the COVID-19 context”.5 The guidance is targeted to primary health care policy-makers and only addresses issues relevant for primary health care providers; that is, not community pharmacists, dentists, other allied health professionals or social service providers. It has been prepared on basis of the a systematic review of the best available evidence and emergent country practices in response to the COVID-19 outbreak in the WHO European Region. It will be updated on a regular basis as new information becomes available. |
